The main economic impact in the next three to six months for the Fraser Coast region will be the flow on effects from the Coronavirus to business and society, according to a recent Herron Todd White (HTW) residential report. 
The current COVID-19 epidemic is going to have a negative impact on key drivers, so it will be interesting to see what impact this may have on the property market in the short to medium term, the valuation firm said.
"Confidence is likely to be subdued for both owner-occupiers and investors in residential property with the public expected to be cautious and perhaps just wait out the situation until the worst has passed," the valuation firm said. 
The report suggests values are likely to flatten as demand reduces with selling periods extending up to six months.

Properties available for rent are very scarce in Hervey Bay at present, with one agent reporting that their business has been reduced to only one listing for a single residential dwelling and three units.
"Due to the shortage, higher rents can be achieved with this trend set to continue in the short term," the valuation rim said. 
A two bedroom unit in Scarness has been listed for rent with a price of $350 a week. 
The <a href="https://www.realestate.com.au/property-unit-qld-scarness-429252586" target="_blank">3/324 Esplanade </a>unit (pictured below) is positioned on Scarness Beach and surrounded by sidewalk cafes and bars. 
It features open plan living/dining, two bathrooms and secure parking.

Given that the property market is in uncharted territory with regard to the impact of the Coronavirus, it is unknown at this point the extent of possible high unemployment from the potential closures of small businesses and negative effects from minimal tourism.
The increase in medical related employment over the past five years for the region will be of benefit for property owners with more reliable employment in this sector and high demand for medical services.
A four bedroom house in Urraween has recently been sold for $480,000.

An increase in consumers seeking options with mortgage brokers and banks for existing finance is expected with uncertain times ahead.
Prior to the arrival of the Coronavirus crisis, the Fraser Coast was looking to benefit from the projects due to get started from the Hinkler Regional Deal worth $260 million, the report noted. 
 The deal was made between the federal government and local councils with projects that include $40 million for the CBD redevelopment, $24 million to flood-proof roads, $9.2 million for the redevelopment of the Hervey Bay Airport, $7.7 million for the Boundary Road extension and $7 million to establish a new hospice in Hervey Bay. 
"Going forward, it is hoped that these projects will still commence this year pending the current international developments," the valuation firm said.

Hervey Bay property values expected to flatten during coronavirus pandemic: HTW residential

The supply of housing stock on the Hervey Bay residential market has dropped considerably, however demand remains steady with some contracts considered to be at the upper end of market parameters, according to the latest Herron Todd White (HTW) residential report. 
The valuation firm suggests that in locations across the nation, the downtime delivered by isolation has spurned on owners looking to improve their assets through maintenance and upgrade. This month's HTW residential report highlights where renovations are on the rise and the price points and outcomes those markets can expect.
The report notes the Fraser Coast has slowly started to come alive again since the lifting of the first stage of restrictions, with day trips now permitted to Fraser Island. 
Small cafes have reopened at this stage, with some larger establishments only offering take away meals and bottle shop drive through service.
Some retail outlets which appear to be doing quite well in these tough times include the local fishing supply store, office supplies and printer refills due to so many working from home.
"Queensland Health reports that the Wide Bay had a total of 24 cases of COVID-19 with 24 now recovered and no active cases, which is very encouraging for the region. We look forward to stage two in June when caravan parks and camping will be permitted once more," the valuation firm said.

The vacancy rate for rentals remains low with rents stable. Property values are also stable, with no noted change across any price point, the HTW report noted. 
"Renovations have slowed over the past few months on the Fraser Coast as consumers appear to be conserving their dollars and energy.
Local builders have reported that the demand for new owner- occupier homes remains consistent with locals providing enough work for the rest of the year. Work in the construction industry has continued throughout the crisis which has been sobering for regional employment," the valuation firm said. 
A fully renovated home in Eli Waters has recently been sold for $155,000.
The two bedroom, one bathroom house is situated at <a href="https://www.realestate.com.au/sold/property-house-qld-eli+waters-133118442" target="_blank">89 Cherry Street Hazelmere Village 14 Ibis Boulevard</a> (pictured below).

Hervey Bay renovation activities slow down: HTW residential

The coastal city of Hervey Bay in Queensland is a rising market and expected to deliver steady market conditions for residential property in 2016, according to Herron Todd White's property clock for March, which also discusses gentrification. 
Staying ahead of the gentrification curve can prove profitable to property investors, say HTW.

The year ahead will see stable supply and demand across the region. Sub $300,000 stock is predicted to firm with the lack of housing in this price range and improved rental returns driving prices slightly higher. The move towards smaller lots sizes (in the range of 350 square metres to 500 square metres) is now encouraged by Council with many new estates currently being developed adopting this higher density format.
Unit development is considered to be imminent in the short to medium term, with very little new stock being offered to the market after absorption of an oversupply of units. The most popular unit style which has shown to be well received by buyers in recent times is the villa and townhouse unit, as opposed to high rise development.
Building activity has significantly increased over the past six to twelve months in Hervey Bay. There are currently over eight new estates being developed, mainly next stages of existing estates, with some new estates. 
Suburbs of Urangan, Wondunna, Kawungan, Urraween and Pialba have absorbed most of this activity, with many developers selling their proposed turn-key dwellings off the plan to southern interstate investors. Prices range between $330,000 and $400,000 for most properties, with the majority of lot sizes between 350 and 700 square metres. 
Features typically encompass an above average standard and include stone bench tops, split system air-conditioning and landscaping. Higher density living with smaller lot sizes (up to 500 square metres) is now accepted (and perhaps encouraged) by local council and has been well received by the market. 
The Hervey Bay Housing Affordability Project is an initiative by Council and Federal Government which offers $12,000 grants for new land or new house and land packages. The incentive is reported to expire on June 30, 2016 which could result in a slowing of sales to first buyers. It is hoped the project may be extended to stimulate economic growth and support local employment in the construction industry.
The prestige property market has improved over the past 12 months with more sales in the higher price range (above $700,000) than previous years. While property prices are not considered to rise in this market in the short term, sales are expected to continue at this rate with more medical staff moving to the area due to a new private hospital and supporting medical industries. There is currently an abundance of higher priced stock on the market and vendors have to be flexible in order to finalise a sale.  
The steady rise in rental return over the past eighteen months has been stimulated by the ongoing influx of personnel for the new medical facilities in Urraween. A tenant can now expect to pay between $360 and $440 for a new four-bedroom, two-bathroom dwelling with double lock-up garage.
To date, there has been no significant rise in values for older existing stock, however, higher priced property up to $700,000 has been selling within shorter selling periods. The absorption of excess unit stock has now concluded, with new unit development foreseeable and welcomed in the near future.

Hervey Bay is a rising market: HTW

The main industry driving the Hervey Bay market is tourism which directly employs 2,800 Fraser Coast residents and injected around $322 million into the economy in the year ended March 2016.
But valuers Herron Todd White suggest this was a 15 percent decrease.
The Fraser Coast region did however record a 21 percent increase to 619,000 in domestic visitation in the year, driven by more visiting friends and relatives and business related travel.
The winter months see the Humpback whales enter Hervey Bay and with them comes an influx of interstate travellers escaping the freeze.
"The Australian dollar can impact our tourism market not just domestically but internationally," HTW noted.
"Our residential market generally experiences good enquiry during these winter months as the visitors compare our affordable prices and returns to the higher prices they experience back in the southern states.
"Although tourism is our main industry, allied health and medical services is on the increase.
"This is a result of the generally ageing population and the completion of the 96-bed St Stephens Private Hospital in 2015 opposite the Hervey Bay hospital.
"The residential market in general is steady with little capital growth being experienced at present.
"House and land packages are possibly the most active market with numerous estates currently offering packages, some including State and Local Government grants."
These generally range from $340,000 to $460,000 depending on the location.

Hervey Bay house and land market is active: HTW

The market remains active at present with good volumes of sales in Hervey Bay across most price points, according to Herron Todd White’s latest monthly market report.
The property advisory firm says that 2015 saw around 194 sales of low density residential vacant land with 35 percent of these in the $150,000 to $175,000 price range.
To date in 2016, there have been approximately 65 recorded vacant land sales with 32 percent being in the $175,000 to $200,000 price range.
"We caution readers because the house and land package market in Hervey Bay is strong and a large number of vacant land sales are not recorded," the report advised.
The improved market although active is showing very little price growth. Since January 2015 the average price for residential homes in Hervey Bay has fluctuated between $320,000 and $340,000.
One example would be a three bedroom house at <a href="https://www.realestate.com.au/property-house-qld-wondunna-122805326" target="_blank">9 Halcyon Drive</a> that is for sale for $345,000.
"We note that this is for low density residential homes only and does not include larger acreage properties," the report stated.
In line with the average pricing, the most active price range was $300,000 to $350,000 with 30% of the 1,620 recorded sales. House and land packages are mostly targeting this range with the aid of local and state government incentives helping to attract buyers.
Although most sales are in the lower price ranges, there has been an increase in activity for higher priced property from 15 sales in 2014 to 39 sales recorded above $700,000 since January 2015. These include acreage and small rural properties.
Some 16 of these sales were in the Dundowran Beach locality and include three sales between $1 million and $1.25 million.
"Although there is a smaller buyer pool in this price range, these sales are very encouraging for broader market confidence," HTW advised.

Hervey Bay market active, but shows little signs of growth improvement: HTW

The Eli Waters Shopping Centre in the Queensland town of Hervey Bay has hit the market.
It is anchored by a 3,757 square metre full-line Woolworths supermarket, secured on a 20-year lease until September 2027 plus options until 2047.
It also features 23 specialty shops, one kiosk, four ATMs and one DVD kiosk.
The centre has a gross lettable area of 6,338 square metres and it is located at 2 Ibis Boulevard at the intersection of Maryborough-Hervey Bay Road, a major arterial route from Maryborough and the areas west of Hervey Bay.
It is being marketed for sale by Peter Tyson and Jon Tyson of Savills with offers closing 6 April 2017.
Tyson said the centrebenefits from a population of over 38,000, forecast to grow to 50,000 plus by 2013.
“The centre is arguably the most convenient food and service offer in Hervey Bay with ample grade level parking, a simple retail layout featuring two mall entries and excellent exposure,” he said.

Hervey Bay shopping centre hits the market

Strong buyer demand for Villa World’s Augustus project at Hervey Bay has pushed the masterplanned residential development past the half-way mark.
The 763-lot project has clocked more than 400 sales since its launch, driven sharply in recent months by a strong cohort of first-home buyers and retirees.
The latest sales run came ahead of the March 31 expiry of the $12,000 Hervey Bay Housing Affordability Grant, which has been complemented by the state government’s boosted first home owner’s grant of $20,000.
Villa World development manager Gary Hunter said the project has attracted consistent buyer interest over many years.
However the combination of the two government grants has generated an influx of buyers for the project.
“In recent months, we’ve seen record sales figures at Augustus from first-home buyers and retires alike,” Hunter said.
“Villa World has a great reputation in providing an affordable, quality product to market. The grant was just the icing on the cake.”

The latest sales have led first-home buyers to account for 70% of sales at Augustus, with 20% to retirees and only 10% to investors.
Sales have almost doubled in recent months with 33 contracts secured in the March quarter of 2017.
Augustus property consultant Ric King said sales momentum and figures have reflected the success of the government grants.
“Augustus has seen a clear upsurge in first-home buyers and retirees lapping up the savings from the two government grants,” King said.

The property advisory firm says that Fraser Coast is the best performing area.
“A lazy half million in Hervey Bay can buy a wide variety of property depending on the location, size of the site and improvements.
“Property along the waterfront Esplanade has been selling in this price range, with most dwellings being older circa 1950s basic dwellings in need of complete refurbishment.
“There are also modern homes only one street from the Esplanade which sell in this price range, within a developing estate known as Ocean Blue in Pialba.
“Best performing property for the Fraser Coast in terms of potential capital growth for the short to medium term is considered to be within Dundowran Beach and entry levels homes along the Esplanade.
“Executive homes on larger lot sizes between 2,000 and 4,000 square metres are generally available in Wondunna, Urangan and Urraween above $450,000.
“Improvements mostly include 4- to 5-bedroom homes built within the past ten years, with a pool, granny flat or shed,” the report stated.

The property investment firm says that lot sizes are steadily decreasing as higher density living rises.
“Investors are typically attracted to standard house and land packages which start at an affordable $330,000 for a basic 4-bedroom, 2-bathroom home with double garage.
“Lot sizes have been steadily reducing over the past five years as Council looks to promote higher density living particularly within the newly established estates located in the fringe areas of Hervey Bay.
“Over the past few years we have seen many duplex style dwellings constructed, with the floor plan providing 3-bedroom, 2-bathroom accommodation (with single garage) on one side, with an attached 2-bedroom, 1-bathroom flat (with single garage).
“These have been very popular with investors with most yielding 6% to 7% gross return, along with attractive tax depreciation benefits.
“This type of property is currently being marketed to interstate investors and we are yet to see a resale of this type of duplex.
“Investors who choose to purchase on the Fraser Coast have a very wide range of property to choose from, with new estates offering a range of turn-key quality inclusions to attract buyers,” the report stated.

Hervey Bay has traditionally been an owner-occupied market generally due to its beachside location and affordability, according to the valuation firm, Herron Toddy White.
The boom period of 2006 to 2008 saw investors take advantage of cheap property compared to their local southern markets however some of these initial investors are now local residents.
"There are many different housing options for home owners including villas, townhouses and units close to the foreshore, existing detached housing or vacant land with a view to building their new home," HTW's recent report noted.
Land generally starts from around $150,000, established older housing ranges from $250,000 to $450,000 up to esplanade and beach front property in excess of $750,000.
A three-bedroom house at <a href="https://www.realestate.com.au/sold/property-house-qld-torquay-126626730" target="_blank">43 Ann Street, Torquay</a> (picture above) has recently sold for $265,000, comfortably in the price range that HTW highlights. And it is close to the beach as well.
A three-bedroom house at <a href="https://www.realestate.com.au/sold/property-house-qld-urangan-126827282" target="_blank">53 Hansen Street, Urangan</a> has sold for $270,000. It is close to the beach as well.

New turn key house and land packages generally offering 4-bedroom, 2-bathroom accommodation with a double garage ranges from $375,000 to $500,000 depending on the estate.
Land sizes also vary considerably from the older, traditional 800 square metre to quarter acre block down to 400 square metres in some of the new estates.
Some acre or larger lots are still available however zoning changes have seen quite a lot of these larger blocks now being subdivided, HTW advised.
First home owners were active over the past two years however this now appears to have slowed as a consequence of local government incentives no longer being offered or offered at a reduced level.
Appetite for homes requiring renovation is improving with older beach shack property being prime targets due to location.
