I purchased at this address October '18 - allegedly No. 15 of 18 sold (according to the agent - Castran Gilbert). I was told by CA that work is 'about to commence', planning permits issued, design (Amon Weber) approved and a builder appointed. Now almost March and nothing started! Have discovered the vendor/developer runs a business from the address and appears in no hurry to vacate. Also discovered that vendor applied for and was granted a 2 year extension on the planning permit in November '18 - just after I signed the contract and just before CA assured me that work would start in February! Also, it is the 2nd time a 2 year planning permit extension has been granted (previously November '16). Given that least 15 of the 18 units have been sold (so says CA), there would be around $1million in deposits - more than enough I would have thought to finance the build. I can only assume that the vendor is benefiting from continuing to delay the development (perhaps because it allows him to continue operating a business at the address and therefore rent is not an overhead). Port Phillip tells me that there have to be good reasons to grant a 2 year extension (let alone x 2!) but I can get no close to the truth of the matter. I have tried to approach the vendor but been stonewalled and the agent is not responding to my requests for info. I would love to know what the other 14 purchasers have been told and whether or not they are similarly aggrieved about the delay and apparent secrecy that surrounds the fate of this development.

Hi Nick - thanks for your reply. Long story short is that not much has changed! Developer still occupies a building onsite where they continue run a leather goods business: www.leserge.com.au Communication has been reluctant, not particularly informative and only sporadic (a few emails from their lawyer, but only in response to my nagging). Last one was in November 2019, informing me that demolition of the existing structure would take place in February (today is the 28th). I checked with Port Phillip Planning and to-date no application for demolition permit has been received - clearly the intent was never there! Would love to hear from any of the other 14 'alleged buyers'. :(
