Some of the world's best urban planners, academics and policy makers are in Sydney to discuss the future of Sydney's Bays Precinct with community representatives.

The public land on Sydney's inner harbour is four times as large as Barangaroo.

Among the experts in attendance is Dutch urban planner Riek Bakker, who told the summit today that trust was central to the development of any city.

Her comments, noted by writer and architecture critic Elizabeth Farrelly, were made two days after State Treasurer Andrew Constance said 16,000 dwellings were expected for the site.

The government has since backed away Constance's statement, with Planning Minister Pru Goward saying the government never set a 16,000-residence target.
