Major restoration work on Palais Theatre to begin soon

Work to restore the much-loved Palais Theatre will begin soon with the council calling for long-term proposals from the companies vying to run the venue.
The council has released a "request for proposals" for the theatre's management from the three selected tenderers that are finalists to run the Palais. The chosen long-term tenant is expected to contribute funding to restore the ​ theatre.

The government said a "detailed project management plan" was almost finished for the 1927 art deco building.
Port Phillip Council and Major Projects Victoria have reached a memorandum of understanding for the repairs .

Creative Industries Minister Martin Foley said the government would work with the council to save the ​ theatre.

The Labor Government is giving the champions a place that will help them remain the best in Australia, and Cricket Victoria the facility it needs to continue to thrive.

Junction Oval upgrade a step closer

The $40 million redevelopment at Junction Oval that will deliver a new first-class venue and state-of-the-art training facilities for Cricket Victoria has moved a step closer with the launch of a community consultation process.

The project, that will see the St Kilda venue previously also utilised as an AFL match and training ground become a ‘cricket-only’ venue, will create an alternate playing ground for Victoria’s elite teams as well as indoor nets, consolidated administration centre and community access.

Trams and pedestrians win, motorists lose in planned Acland Street makeover

Exclusive
A plan to ban car parking on Acland Street in St Kilda and turn its southern end into an open air plaza, closed to traffic, will be voted on by Port Phillip City Council in December.
The proposed street makeover will make the popular tourist strip more walkable, with more space for outdoor eating, drinking and events, but with the loss of about 50 on-street parking spaces.
Route 96, Melbourne's busiest tram route, will be shortened by one stop to accommodate the new public square, and the tram tracks sunk below ground level so that a new tram platform stop at the end of the line sits level with the footpath. The terminus will be widened to fit two trams side by side.

Trams would terminate at Belford Street instead of Barkly Street as they currently do. Cars would still be free to travel on Acland Street between Carlisle and Belford streets.
The draft plan will be released to the public on Wednesday ahead of a council vote on December 8. If councillors vote in favour, the street will be transformed next winter.
Port Phillip mayor Amanda Stevens said the local population was growing, visitor numbers were high and private transport was no longer the most efficient way to bring more people to Acland Street.

The proposed streetscape works for Acland Street are excellent. Let's hope the Council has the guts to stand up and vote in favour of it and not back down and listen to the traders who will complain about the loss of on-street car parking.

Getting lost in St Kilda Triangle planning jargon

Up to $400 million will be spent transforming the St Kilda Triangle into a world-famous "selfie" destination that screams "Hey – look at me, I'm in St Kilda".
A draft master plan was recently released by Port Phillip Council with a vision for an iconic tourist attraction. But the report is not an easy read, with much of it cloaked in planning jargon.
In the document's own words, the site "is scalable through the amount of built form around the Palais Theatre, and/or the extent of extending the balcony from The Esplanade".
It is not immediately clear what is meant by "extent of extending" or what "scalable" means in this context, as the Oxford dictionary's technical definition of the word is: "Able to be measured or graded according to a scale."
Melbourne University planning expert Associate Professor Alan March said he was not sure what it meant either, and was concerned the public would find the plan difficult to understand.
"There has been a strong movement towards plain language in urban planning consultation and this would appear to go against that," he said
