Melbourne's LGAs: create a super council or keep local government small?

Borne out of the article in the age: http://www.theage.com.au/victoria/doyle-wants-to-expand-city-limits-2013...

and the follow up today: http://www.theage.com.au/victoria/doyle-misses-boat-20130409-2hje4.html

I think the more important question is - beyond Fisherman's Bend, what's the advantage / disadvantage of creating supercouncils by consuming LGAs like Melbourne, Port Phillip, Stonnington, Yarra, Darebin, Moreland, Moonee Valley, Maribyrnong, and Hobson's Bay (population of that LGA would be around 800,000) into one City of Melbourne?

Would state government give these larger councils more power to raise revenue and provide services?

Or do we want to purposefully keep local government areas small?
