State government leases Evo flats without mentioning east-west link

The Napthine government has begun leasing out a luxury apartment complex that will be ringed by east-west link flyovers, spruiking the properties as the "ultimate lifestyle experience" with views of native wetlands and "majestic waters".
In September, the state government paid $90 million for 175 apartments in the Evo complex in Parkville from off-the-plan investors.
State government plans for the east-west link show that the seven-storey building will be surrounded by two tollway flyovers, which will meet CityLink, with apartments overlooking a steady stream of passing traffic.
In an unusual move, and in what Treasurer Michael O'Brien described as "unique circumstances", the state government offered to buy out the purchasers' contracts before settlement.

The apartments are being advertised online with Noble Knight real estate agents - but there is no mention of the east-west link or the project's six-year construction phase.
One two-bedroom property in the complex, which the state government wants to lease for $570 a week, is being marketed as the "ultimate lifestyle experience" with immediate CityLink access.
The sixth-floor apartment has luxury amenities, including a 20-metre private lap pool and appeals to renters who like "living on top of the world".
"Sliding glass doors open on to the highly set balcony, overlooking the pool and native wetlands. Luxury amenities include access to the twenty metre private lap pool with spa, communal spaces, and lush landscaped gardens," the advertisement states.
Another Evo apartment being leased by the state government for $505 a week, has "distant water views" and "majestic waters alfresco dining".
"Sliding glass doors open on to a versatile and simply magic windowed balcony; overlooking distant water views."
Linking Melbourne Authority spokeswoman Gemma Boucher said 175 apartments in the Evo complex were now available for lease from the state government.

The writing may be on the wall for the former E Printing and Publishing Co building in Carlton, opposite a University of Melbourne entrance.
The owners of the large circa 1925 factory have lodged an application to replace the airspace with a 15-level apartment complex.
According to the City of Melbourne's Statement of Significance report, the building at 205-223 Pelham Street represents the development of the time - when small residences and shops were replaced with larger factories.

Opposite University Square, the building is leased to Reece Plumbing.

Melbourne Uni secures prime site for student lodgings

The University of Melbourne beat more than 40 other groups to buy a site in Parkville, north of the city’s central business district, in its push to build more student accommodation.

While selling agents refused to comment on price, industry sources ­suggested the former Salvation Army Training College site sold well above original expectations of $25 million.

The underbidder was believed to be a Chinese developer.

Offshore groups have aggressively pursued residential development sites in Melbourne as well as Sydney.

CBRE agents Mark Wizel, Josh ­Rutman and Ed Wright marketed the ­property. Mr Wizel said more than 190 inquiries were received, reflecting demand for properties with development potential in and around the ­central business district.

He noted this was the first major Melbourne site transaction in 2014 after a string of sales towards the end of 2013.

The sale is another example of universities working to keep up with demand for student accommodation.

The sale was for two holdings on Royal Parade and The Avenue, sold in one line. The 4500-square-metre land parcel has an 11-storey building, ­formerly a hotel, as well as some townhouses and a car park.

A University of Melbourne spokesman said the building would be ­refurbished and would accommodate about 200 to 300 beds.

The university already has about 2500 beds and is working to add another 2000 beds by 2020.

A decision about involving external providers in the project has not yet been determined, he said.
