Hey there! Yes, you can buy! However there are some restrictions in place.
Non-residents must get approval from the Foreign Investment Review Board (FIRB) before they can buy a property.
I would suggest giving this a read also.

Lendlease has received approval for the $300 million apartment development. The Victoria Harbour precinct, No.1 Collins Wharf, has approved Lendlease to contract in its $300m apartment development. Back in 2015, property giant Lendlease had submitted an application for the residential project in Melbourne. According to Lendlease’s managing director of Urban Regeneration, Jonathan Emery, the development would take advantage of Victoria Harbour’s existing community assets including a nearby library, shops and public transport.
